Procurement, bidings / Procurement specialists

Duties:

The procurement specialist performs the following main functions, but is not limited to:

- provision of good quality procurement and monitoring of contract management for all procurement activities under the project, in accordance with the project implementation strategy agreed between the project parties;

- assistance in the preparation of bidding documents and request for proposals (RFP), etc. for all procurement packages in accordance with the agreed procedures in the Project Implementation Strategy, Procurement Plan and Contract Management Plan (selection of consultants, selection of an audit firm, etc.);

- control over the timely implementation of the procurement plan and contract management plan;

- advising on the procurement of works carried out by the interdepartmental tender commission with the assistance of the executing agency.

- assistance to the executing agency in the selection of consultants (from preparation / consideration of terms of reference to assessment and selection);

- assistance to the executing agency in obtaining the necessary approvals from the government for procurement and contracts, if necessary;

- assistance in conducting an efficient, competitive and transparent procurement process within the project. In order to complete the assignment, the procurement specialist will interact with the ЕА and the IsDB.

Professional requirements:

- Education: higher, in economics and finance, or in other relevant disciplines;

- Work experience: at least 5 years of professional and at least 2 years of specialized experience in the field of procurement including specific practical experience in procurement of works and services in the framework of government procedures and subsequent procurement procedures in international financial institutions will be required;

- Knowledge of the theory and practice of procurement procedures of international financial institutions and national procurement legislation is required. Knowledge of procurement procedures of other international donors (World Bank, ADB, EBRD) is encouraged, experience of  IsDB procurement as preferred.

- Personal qualities: high level of integrity, ability to store confidential information related to contract execution and competitive bidding processes.

- Computer skills: Experienced user of main office programs.

- Required language skills: fluent English and Uzbek (written and speaking). Knowledge of Russian is encouraged.
